:"Nordligste tyske by" is rooted in the time just after the war, when Flensborg had more than 100.000 inhabitants (as of refugees) and was the northernmost Großstadt / large city. It is not anymore (inhabitants <100.000). Westerland is north of Flensburg, List is "only" a community, but even on the mainland there are cities north of Flensburg (i.e. parts of their territory are north of the northernmost part of Flensburg territory): Nibøl and Lyksborg. There is a discussion at the german Wikipedia Flensburg discussion page.
:As you can see, the status of large city is defined by size. Whether a community may call itself a city is a legal act, often a historical. There are cities of 351 inhabitans (ok, there is one, Arnis :-) and communities of 15.000.

Under Historie står der, at ''Flensborg opstod som mange andre østjyske købstæder i 1100-tallet.''
