Under Plantagenetterne blev England transformeret selvom det kun delvist var tilsigtet. Husets konger var ofte nødsaget til at forhandle kompromiser såsom [[Magna Carta]]. Disse aftaler begrænsede kongens magt, mod til gengæld at få finansiel og militær støtte. Kongerne var ikke længere den mest magtfulde person i landet, der både kunne være dommer, indkræve skatter og gå i krig. Han havde nu definerede forpligtelser overfor riget, der blev understøttet af et sofistikeret juridisk system.
